Xiong’an Smart Energy Model: “A City of the Future”
At the beginning of this year, the Official Reply of the State Council on the General Plan of Xiong’an New Area of Hebei Province (2018-2035) and the Guiding Opinions of the CPC Central Committee and State Council on Supporting the Comprehensive Deepening of Reform and Expansion of the Opening-up of Xiong’an New Area of Hebei Province were issued, indicating the completion of the blueprint of the Xiong’an New Area. The “City of the Future” starts its construction in full swing ever since. Building a smart, convenient and efficient energy network is of great importance to make Xiong’an New Area a model for high-quality development in the new era. Over the past two years, State Grid has implemented the requirements of the CPC Central Committee and the State Council, actively served the construction of Xiong’an New Area, and comprehensively advanced the building of the strong & smart grid and the Internet of Things in Electricity (IOTE), providing strong energy support for the green and smart development of this “City of the Future”.
The Xiong’an Citizen Service Center, an architectural complex, is the first large-scale urban construction project following the establishment of the Xiong’an New Area, used for government services, exhibiting city plan, holding conferences, corporate offices, etc. Both in terms of construction and operation, the Xiong’an Citizen Service Center is becoming a pilot project on innovative architecture and a demonstration for future cities.
Upon entering the Xiong’an Citizen Service Center, visitors can feel the sense of “smart city” everywhere. From JD unmanned supermarket and Baidu driverless car, to the permeable grass planting brick — all of these innovations are possible thanks to smart grid.
In this center with a total construction area of 99,600 square meters, State Grid Xiong’an New Area Power Supply Company has deployed 51 ground source heat pumps, two energy stations and more than 200 charging piles to provide comprehensive energy services. Ground source heat pumping, cold and heat energy storage and wastewater residual temperature reuse system provide cooling and heating to the center, ensuring green and recyclable energy consumption.
To secure the comprehensive energy service for such a 100,000 square-meter area, it is essential to coordinate energy sources such as electricity, heat, air conditioning and water, and ensure the safety and stability of the energy supply and charging pile operation. To meet this need, State Grid Xiong’an New Area Power Supply Company has comprehensively applied key technologies of IOTE, and developed a City Intelligence Energy Management System (CIEMS). Through more than 2,400 information collection points set in the area, the system conducts automatic and coordinated energy control, realizing the “water, electricity, gas, heat and air conditioning” multi-energy complementarity, and “source–network–load–storage–people” efficient coordination.
“This system applies advanced technologies such as Internet of Things, big data and multi-energy flow management to realize the whole process management of energy production, transmission, consumption and management,” explained She Jiaju, a member of R&D team of the CIEMS. “It works like the nerve cord of this area, and provides comprehensive supply and monitoring, smart control, demand response, and energy efficiency analysis of electricity, air conditioning, heating, and hot water among others.
“CIEMS is like the ‘brain’ of the area,” explained a staff member. “We have connected it to electricity meters, water meters, heating and cooling meters and other devices, from which we can conduct comprehensive monitoring, smart control, analysis and decision-making, as well as smart operation and maintenance of the power distribution system, the energy station and building energy consumption. Everything relevant, ranging from energy production to consumption, can be controlled by CIEMS.”
Besides, the CIEMS is also the “energy guard” of the center. If the energy system breaks down, it can not only assist equipment operation and maintenance staff with automatic fault identification, cause and impact analysis and suggestions, but can also properly allocate people, materials and vehicles, achieving smart dispatching.
After CIEMS is put into use, through comprehensive smart energy management, the center can save 10% in operation costs each year from power saving alone.
To build Xiong'an the first demonstration city of IOTE in China, State Grid Xiong’an New Area Power Supply Company accelerates the research and development of the urban smart energy management system, promotes the research and deployment of the CIEMS projects, and strives to build a smart energy management and control platform suitable for multiple scenarios including parks, campuses, hospitals, and urban complexes among others, providing customers with tailored energy management solutions.
