Distinguished Guests, Ladies and Gentlemen,

I'm very honored to be part of this "2007 Corporate Responsibility in China" International Forum. I would like to extend my sincere gratitude to the host of this forum to invite State Grid Corporation of China. Today, the topic of my speech is "Responsibility makes the World more Harmonious".

Enterprises are the economic cells of the society. Faithful implementation of its social responsibility is the foundation of the wellbeing and development of each enterprise, the contemporary trend of economic development and social progress, and one of the most important momentums to make the society and the world more harmonious.

Serving more than 1 billion people, State Grid Corporation of China is a backbone enterprise crucial to China's economic lifeline and national energy security, The revenue of SGCC exceeds 100 billion US dollars in 2006. As the world's largest utility, SGCC ranked the 32nd in 2006 Fortune 500 largest corporation in the world. SGCC has actively implemented its social responsibility in aims of harmonious development of both corporation and the society. In March 2006, SGCC issued its Corporate Social Responsibility Report, which is the fist among all SOEs, and confirmed its social responsibility concept of "Corporate Growth, Serving the Society, Human-oriented and Joint Development". Early this year, SGCC issued a new social responsibility report for the year of 2006, creating a theoretical model for corporate social responsibility, specifying the social responsibility in 12 aspects, and elaborating the mechanism of social responsibility study, innovation and sustainable development. SGCC's active implementation of its social responsibility has received positive comments from Chinese government and social participants. SGCC won the prize of The Most Responsible Corporation Appraisal, the Award of 2006 CSR Construction and China Charity Prize.Next, I would like to share with you some experience in 5 aspects, combined with our social responsibility practices.

Faithful implementation of the social responsibility is a comprehensive pursuit for corporate value and an objective requirement for corporate sustainable development. The corporation shall not only create wealth for its share-holders, but also for stake- holders, such as its employees, customers, partners, as well as the society. We shall attach great importance to the economic performance, social and environmental achievements. On the one hand, we see the interests of contemporary people; on the other hand, we consider the benefits of our subsequent generations. We are looking forward to achieving an overall balance between economic, social and environmental values, which demonstrates the maturity of a corporation. It is the inevitable requirement of better optimization of social resources and harmonious unification of corporation and social sustainable development.

We believe: the maximization of corporate value lies in the maximization of the social responsibility it takes on. SGCC consciously implement its social responsibility and the scientific development view in an all-round way to fulfill the corporate mission "to serve the country, customers, and business partners, to promote the economic and social development"; promote the corporate philosophy "to be human-oriented, faithful to company and serve the society wholeheartedly"; build up a modern corporation of strong power grid, excellent assets, service and performance; continuously improve and realize corporate value in the process of healthy and sustainable social and economic development; strive to be a respected and successful enterprise.

It is a strategy for a corporate to implement its social responsibility and an important way to elevate its corporate strategic management level. We shall incorporate social responsibility into our corporate strategy while comprehensively evaluating the social and environmental impact cast by corporate development. This is beneficial for the corporation to change the development model of large investment, high energy consumption, high pollution, low efficiency, greatly enhance strategic management capability to seize business opportunity, react to business risks and innovate according to outside changes; encourage employees'  innovation; set up corporate brand image; nurture a good developing environment and improve corporate core competitively competence.

SGCC has formulated a long-term view in an overall prospective, actively change the development model of power grid and corporation, improve development quality and efficiency, and promote the social responsibility in an all-round way. Mr. Liu Zhenya, the Executive President of SGCC, has always stressed that the implementation of corporate social responsibility is a key part of our corporate strategy of "building a modern corporation of strong power grid and excellent asset, service and performance". We shall construct and perfect the  mechanism of implementing the corporate social responsibility, promote the organic integration of social responsibility and organizational management, systematically formulate relevant guidelines, management regulations and business process.

Corporate Responsibility and Corporate Operation

The key to implement corporate social responsibility is to incorporate responsibility and requirements into the overall process of corporate operation, and to continuously and systematically improve every business process. Only by incorporating the concept of social responsibility into daily work of every position and each employee, can we make it an organic part of our business operation, and conscious action of all employees. In order to have concrete result, the social responsibility work shall be carried out well organized, proper-regulated in everyday work.

SGCC consciously integrated the concept of social responsibility into daily operation and implement it in a comprehensive and all-round way. SGCC prioritizes the tasks including safe and reliable supply of power and quality services, promoting initial innovation and expediting the construction of UHV power transmission grid and further bringing out the energy optimization capability as its top responsibility. By actively implementing "power for all" Project, SGCC plans to provide electricity access to another 1.2 million households, 4.5 million people in remote areas in the following 5 years, and primarily accomplish "power for all" in its service area. SGCC also plans to enhance environmental protection, energy conservation and more participation into social charity cause.

Corporate Social Responsibility and Corporate Culture

Establishing and implementing social responsibility consciousness is important to corporate culture development. Meanwhile, it also needs safeguard from corporate culture. The basic premise to implement the responsibility lies on the people. Only by comprehensive understanding the social responsibility and sustainable development, setting up a corporate culture which attaches great importance to responsibility and harmony, Can a long-term corporate social responsibility mechanism be established.

With the corporate spirit of " in search of excellence, in pursuit of out-performance", SGCC stipulated the Code of Conducts for its employees, published " Guidelines for the Implementation of Social Responsibility", to construct a responsible corporate culture. In order to fulfill the target of healthy development, better life and more harmonious society, SGCC uses the social responsibility as a driving force to promote the construction of world-class level power grid and utility company and to secure the supply of safe, economic, clean and sustainable electric power.

Corporate Social Responsibility and Harmonious Society and Harmonious World

The implementation of social responsibility is an obligation of every corporation in the world, and should be the actual action every corporation need to take to contribute to the construction of a harmonious society and a harmonious world. The values of fairness, justice, governance and honesty are the fundamental principle of all peoples in the world. With the economic development and globalization, environmental pollution, energy deficiency, eco-system deterioration and climate change becoming the common challenge for all of us. Only in pursuit of the harmony between people, people and nature, we could build up a more harmonious society and more harmonious world, thus bringing the human civilization to a higher level.

SGCC will realize its committment of implementing social responsibility, fully support the 10 principles of UN's Global Compact, seek sustainable development, and work closely with domestic and overseas counterparts to build a brighter future.
