| A total of 21 provinces (including autonomous regions and municipalities) in SGCC's service area have achieved the target of "Power for All".
On September 24th, 2007, a ceremony was held in Zhengzhou to celebrate that Henan Province, the most populated province in China, has achieved the target of "Power for All" four months earlier than schedule. Up to then, electric power has entered into every household of 21 provinces in SGCC's service area.
SGCC planned to invest RMB 20 billion yuan during the 11th five-year plan period. By 2010, 4.5 million people in 1.2 million households will benefit from the project of "Power for All". Up to now, the company has solved the electricity access problem of 919,500 rural households involving 3.35 million people. There are 21 provinces (including autonomous regions and municipalities) in the corporation's service area that has achieved the target of "Power for All".
The initiative of "Power for All" Project, which consist of expedited construction and renovation of rural power grid, are of great significance to the economic and social development of Henan Province. For certain historical reasons, there were 750,000 people in 188,000 households who did not have access to electricity until the end of 2005. This number accounts for 1/7 of the total population who are not using electric power in the corporation's service areas. Thus, Henan is the largest province in terms of population without access to electricity. It is rather difficult to achieve the target of "Power for All" as most of the powerless households are located in remote mountains or highland areas.
In July 2007, a Minutes of Meeting was signed between SGCC and the government of Henan province. This MOM set the target and the schedule of the project of "Power for All". It is planned to invest RMB 2.55 billion yuan and to complete the project by the end of 2007. This project is included as one of "the 10 Government's Commitments for People in 2007" by the Provincial Government. By the end of August 2007, SGCC and the government of Henan Province completed "Power for All" in Henan's rural areas four months earlier than the schedule with joint efforts.
