On April 6, 2017, the commencement ceremony of Central Tibet Grid Interconnection Project was held in Nyingchi, Tibet. The power transmission and transformation project breaks world records in terms of its altitude, altitude span and the complexity of the environment conditions. The ceremony signals that the official start of its construction. SGCC Chairman Shu Yinbiao, Luosang Jiangcun, Deputy Secretary of the CPC Tibet Committee and Chairman of the Standing Committee of the People's Congress of Tibet and Mr. Li Yangzhe, Deputy Director of the National Energy Administration and Member of the CPC Committee attended the Ceremony and jointly announced the start of the project. Mr. Luosang Jiangcun and Mr. Li Yangzhe delivered important speeches on behalf of the CPC Tibet Committee and the National Energy Administration respectively. Presented in the Ceremony was also Mr. Xin Bao'an, SGCC EVP. Mr. Liu Zehong, SGCC EVP chaired the Ceremony.
Central Tibet Grid Interconnection Project is composed of Central Tibet-Changdu Grid Interconnection Project and Lhasa-Nyingchi Power Supply Project for Sichuan-Tibet Railway. The project starts in Mangkang County, Changdu City, Tibet and ends in Sangri County, Shannan City, spanning across ten counties in three cities. Situated in the Hengduan Mountains and the Nyenchenthanglha Mountains, it is one of the most complicated and challenging power transmission and transformation engineering project in the plateaus. It is another power project that is developed in unpopulated areas in harsh natural environment after Qinghai-Tibet Power Interconnection and Sichuan-Tibet Power Interconnection Projects with high altitude and huge altitude span.
With a total investment of about RMB 16.2 billion, the project will build and expand sixteen substations with the voltage of 110kV and above, and build 2,738km power transmission lines with the voltage of 110kV and above. The project is expected to be put into operation in 2018. The construction of Central Tibet Grid Interconnection Project is a policy decision of SGCC to implement the instructions given on the Sixth Central Government Tibet Work Conference and the strategy of the Development of Western China, optimize the allocation of energy resources and serve the building of a moderately developed society in an all-round way in Tibet. It is also a practical move to implement the Central Government's decision to maintain stability, promote reforms, readjust economic structure and improve people's well-being that can bring significant political, economic and social benefits.
Mr. Shu Yinbiao pointed out that Central-Tibet Grid Interconnection Project is a key project to promote Tibetan development during the 13th Five-Year Plan Period. With the project being put into operation, Tibetan Power Grid will see its voltage level being upgraded from 220kV to 500kV. By then, the interconnection of the Central-Tibet Grid and Eastern-Tibet Grid will also be realized, which will significantly strengthen the grid structure in central and eastern Tibet, alleviate the pressure of power supply in the dry seasons in winter, improve the security and reliability of power supply, lay a solid foundation for the outbound transmission of Tibetan power and safeguard the operation of Sichuan-Tibet Railway once being connected with Qinghai and Sichuan grids.
Central-Tibet Grid Interconnection Project faces multiple challenges such as poor transportation, high requirement for environmental protection and safety problems. To cope with these challenges, SGCC asked related departments to stick to the "Four Awareness", the "Old Tibet Spirit" and the corporate culture of "In search of excellence; in pursuit of outperformance" to scientifically organize project construction and make detailed plans with reference to the successful experience of Qinghai-Tibet and Sichuan-Tibet Grid Interconnection Projects. SGCC will also improve regulation and guarantee systems to strengthen the management of security, quality and environmental protection in an effort to ensure that the project is to be completed on time. Companies and departments involved in the construction of the project and the technical team should coordinate and cooperate with each other closely to ensure scientific operation and solve difficulties one by one. In this way, the project will benefit the local people, promote the prosperity of Tibet while protecting the ecological environment. All in all, the project emphasizes both safety and quality.
Luosang Jiangshu pointed out that SGCC has been seriously implementing the instructions given on the Sixth Central Government Tibet Work Conference and constantly strengthening its aid to Tibet, which greatly promoted the development of power in Tibet and helped the region to shake off poverty and backwardness with Qinghai-Tibet and Sichuan-Tibet power transmission lines providing strong guarantee for secured and reliable power supply to the whole region. Central-Tibet Grid Interconnection and Lhasa- Nyingchi Railway power supply projects are key projects to accelerate power development in Tibet during the 13th Five-Year Plan period. They are projects to improve the well-being of people of all ethnic groups in the region that shows the care and support of the Central Government and the CPC Committee. Therefore, they play a very important role in promoting regional development, improving people's well-being and maintaining stability to realize leap-frog development and long-term security and stability. The CPC Central Committee of Tibet will spare no effort in facilitating the development of the project with clearly defined duties and responsibilities, scientific allocation of tasks and specified measures. The government will comprehensively improve transportation infrastructure, telecommunication system and healthcare services to gather more public support for the project through maintaining a sound and favorable environment for construction. In this way, the quality and standard of the project can be guaranteed.
Mr. Li Yangzhe emphasized that the Central-Tibet Grid Interconnection Project is a power channel connecting Central-Tibet Grid and Changdu Grid that will produce an integrated 500kV backbone grid to meet the demand for the development of Central-Tibet, power consumption of Lhasa-Nyingchi Railway and related stations. This can help to improve the capability of DC power transmission in Qinghai and Tibet and Nyingchi can be all covered by power grids to safeguard grid security and the smooth operation of Lhasa- Nyingchi Railway, thus benefiting people of all ethnic groups in Tibet, enhancing ethnic solidarity and promoting prosperity and stability in the region. After getting the approval from the central government to start the construction of the project, SGCC quickly took actions to organize resources to kick start the project with reference to the macro political and social environment, which created a favorable environment for the early construction of the project. It is expected that in actual construction, SGCC and related companies and departments could continue to spare no effort to overcome difficulties, secure scientific operation, protect the ecological environment and guarantee the quality of the project. It is also expected that the local government and related departments could actively support the development of the project in terms of coordination and organization to create a good environment for the construction work.
