Construction of Chongqing-Hubei Back to Back DC Grid Interconnection Project Started

On 25th May, Chongqing-Hubei Back to Back DC Grid Interconnection Project, a VSC-HVDC project with the highest voltage and largest capacity in the world, started its construction. The project can realize the asynchronous interconnection between Sichuan-Chongqing Grid and Central China Grid and for the first time in the world increase the voltage of VSC-HVDC power transmission to 420kV with a power transmission capacity of 5GW. This is of great significance to the improvement of the national grid system, energy supply-side structural reform and power grid technologies.

On the project inauguration held in Yichang and Enshi, Hubei Province at the same time, Mr. Liu Zehong, SGCC Senior Vice President, announced the start of the construction. Mr. Zhou Ji, member of the Standing Committee of Hubei Provincial Party Committee and Secretary of Yichang Municipal Party Committee and people in charge of Hubei Energy Administration, POWERCHINA and CEEC all attended the ceremony.

Mr. Liu Zehong pointed out that the Chongqing-Hubei Back to Back DC Grid Interconnection Project is a key project aimed at optimizing the current national power grid structure and a green and innovative project to promote energy supply-side reform and to upgrade grid technologies, which is of great significance to facilitating the sustainable development of power and energy in China. Considering that the project is large in scale and requires high technologies and sufficient manpower for construction with a tight schedule,   SGCC will make full use of its advantages in technology, human resource and management to optimize the project organization, supervision, coordination and execution. Liu Zehong required all related companies and staff to fully understand the significance of the project, promote craftsmanship spirit , stick to high standards, strengthen regulation and control, and be careful with safety, project quality and investment control to ensure that the project can become a world-class demonstration project featuring safe and reliable construction, independent innovation, cost-efficiency and environmental-friendliness.

Chongqing-Hubei Back to Back DC Grid Interconnection Project was approved by the National Development and Reform Commission on 26th December 2016 and is expected to be put into operation by the end of 2018. The project is divided into the northern channel and the southern channel. Two new VSC-HVDC back to back converter stations in Yichang and Enshi are planned to be built  on the two existing 500kV power transmission channels of Jiupan-Longquan and Zhangjiaba-Enshi at the Chongqing-Hubei cross section. Two 1.25GW VSC-HVDC converter units are to be built for each converter station. After being put into operation, the project will be able to solve problems concerning stability in the 500kV cross-regional long-distance grid linking Sichuan, Chongqing and the four provinces in Central China, simplify grid safety stabilization and control strategy and improve the flexibility and reliability of grid operation. At the same time, it will also largely improve the capability of mutual power transmission between Sichuan-Chongqing Grid and Central China Grid, being beneficial to the hydropower development in and massive outbound transmission from Southwest China.

Chongqing-Hubei Back to Back DC Grid Interconnection Project represents new breakthroughs in VSC-HVDC technology. The project will use the large capacity IGBT electric and electronic equipment independently researched and developed by China and ensure that the complete system, equipments , key parts and control & protection systems are all domestically produced, therefore promoting the production of a China solution for VSC-HVDC power transmission and the comprehensive and internationalized development of the industry.

It is learned that the project has a total investment of RMB6.49 billion yuan with an extra investment of RMB4.1 billion yuan in related industries, which will optimize supply-side structure, solve the problem of overcapacity in the iron, steel and cement industry with mid and long term economic benefit.

Yu Xinqiang, SGCC Vice President, chaired the inauguration ceremony. Ding Guangxin, SGCC Deputy Chief Engineer and Director of State Grid Central China Branch, and heads of related departments responsible for project design, equipment, implementation and supervision attended the ceremony.
